Once the air is cold, it needs to be pushed into your cabin. The blower is responsible for flooding your cabin with that cold air you're craving. Like any mechanical system, however, the blower motor can get damaged or fail. If the motor in the blower doesn't work, that cold air won't be circulated. The motor may also not be the problem.
